As far as this thread goes, assume "state" means "country".

A state has obligations to it's citizen's, and citizen's have obligations to their state.  Is some form of welfare (say, enough to enable a basic existence if one is sensible with one's money) a reasonable expectation a citizen can hold if that citizen can be drafted to defend the state in times of need?

Never thought of it from the defence perspective actually, given that I live in a militarily neutral country. I would always say that welfare should have strings attached and the possibility of getting drafted would count as 'a pretty big string'. It's a good point. If someone disagrees with the concept of social welfare then maybe they shouldn't expect those on welfare to 'come out fighting' in a time of need.
