Rite then quick question. You turn on comp and you see the accounts you have made for various people in the household, now does each account have a different IP? Also would each account's IP be part of a network?

you see i dont really know much about it so if you want me to elaborate as to what i am getting at just ask.

One IP per network connection.

Basically, for each network card you have, there is one IP. If you're not sure how many network cards you have, look behind your comp and count the number of network cables you have plugged into an active connection.

If you're asking this question, then you have one connection and one IP.

since only one can be active at one time, there is no network either

I think it's the same Ip as they use the same network Id card.
No network, which is logic: if user A is online, he can't connect to user B as that one isn't online.

Unless you have specifically set-up your network adapter to have more than 1 IP (which I doubt), then your computer (and all the accounts on it), will only have 1 IP address.

However, if you have more than 1 computer on the network, and the IP address is assigned using DHCP, without address reservation, then the IP address can change each time you turn on your computer. (It can be setup so this doesn't happen.. if you need to)
