Not so sure where you get your data. The emergency command center was in building 7 of the WTC complex, not in either of the towers. Additionally, the whole shebang was run out of an ad-hoc command center on Barkley Street. No one ever populated the command center in building 7, and the watch personel there were ordered to evacuate and bring the essential equipment to said ad-hoc command center.
