I think you need to raise and train them while their young to be effective as a police dog.
Another friend of mine and his dad used to breed Rotts.  His dog "Damon" was one of the best dogs I have ever been around as long as he wasn't on a chain.  If you put him on a chain he would attack anything he could reach except my friend.  Nicest dog in the world as long as he wasn't on a chain. He was fine in a 6ft x 6ft kennel.

What's the problem there? Male and Female or from the same litter?

Edit sorry didn't see the bold type.  I grew up with a dog living outside in the back yard of my home.  Never had one even attempt to bite me.

Dogs tend to be trained according to their breed. Many dogs that are considered agressive and have physical qualities to back it up, are often trained to be agressive. People don't pick a poodle and train an fighting dog out of them.

Training (or lack there of) and lifestyle. The breed is irrelevant to how aggressive they are, but it will determine the damage they can do.

Small dogs are often a lot more aggressive, because people see them as small and cuddly and wont need training so grow up to be annoying ankle biting little shits. Yet lack the size or jaw strength to ever get noted as an attack statistic.
