I'm definetely starting a new character.. one that's good at fighting. Maybe even without sneak?

Assuming you have the Beautiful People Mod, I'd pick the Skyrim Khajiit. They're just a tall, white Khajiit with Nord stats. You still retain the Nighteye and Eye of Fear spells (Both handy) while having decent enough starting stats to have a fighting character. The only problems you face with this race is the Boethia quest for Goldbrand. Seeing as you aren't a real race, that quest is permanently glitched. And several stock hairs don't fit either. 

Otherwise, pick a normal Nord. Their racial spells aren't spectacular (50pt Frost spell and 50% resist frost) but their beginning stats are good enough for you to focus on getting your Strength and Endurance up early.

oh not this shit again.. I cannot move. It's like my speed is 0: any other actions (fighting, acrobat-moves, etc) happen at normal speed, but walking/running is so slow. halp?!

Did you get Burdened by a magic-chucking enemy? If so, feather. Are you carrying too much shit? If so, feather. Are you wearing the Ring of Not-so-much-with-the-walking? If so, remove, then feather.

BTW.. is not oblivion as gay hippie as WoW, so many colors, and pokemons all the way.

i get this BUG no matter what: new character, different characters, no mods, it doesnt matter: i get that bug

Use hax to boost your speed levels to 100 and see if you run any faster.

If not, try a reinstall.

If you do run normally with the hax, it's because you are either wearing too much heavy armour, or your speed attribute isn't up to snuff.
