Lets say i create a website on dreamweaver, can i host it on my com using some FTP or do i have to pay for some hosting service?
You need to pay for hosting or a domain. You can set up your own server, but not your own computer. If you don't have a server computer then you have to pay for hosting as well.

use Apache
If you just want to make a site to mess around with and to learn how to build websites on your own machine, you can download a WAMP (Windows Apache MySQL PHP). It's basically a small program with Apache, MySQL, and PHP all set up and running.
The one I use is called Appserv. I've also used PHPTriad. Both are good and easy to use.
If you want to host your site a good free host is www.110mb.com. They have like 2GB of space and a ton of monthly transfer, plus MySQL and PHP support plus a lot more languages and features.
