i bought the BF2 complete collection with SF AF and EF, and i just installe the expansion/booster packs. i'm trying to creat a local server so i can try out the maps and EA tells me i cannot play them untill i buy them or install them, which i most definitely did, seeing as they are right there on the map list and i most certainly bought them, way to suck EA. can someone help me get the maps up and running? thanks a million

Sorry bro I would not know the answer to this as I never had this problem and I quit BF2 too many cheats and just not my type of game anymore. Takes too long too to gain ranks and awards. Like I said sorry I can't be of help.

after you installed the expantions did you get the latest patch?
reinstall 1.41 after the boosters...

then you need to register http://account.ea.com/commerce/bf2bp/code-entry.jsp just like it says on page 1 of the manual
after u install the booster packs u need too reinstall the 1.41 patch

Well good try anyways i suppose.
It's not an issue and EA did nothing wrong to this guy. You have to register your booster packs or they will not be activated to play. Follow the instructions for installation, then register as directed and then you will be able to play them. The bottom line many times is that people do not do things in the right order, rush and skip steps and then put the blame on someone else. Do it right the first time and you wouldnt be this little mess.
