I agree with the idea. I'm sick of my megahurtz being stoeld, with exorbitantly priced basic level training I can protect my precious megahurtz once and for all.
It's a novel thought, but the trend as I see it is bring the technology to the people not the people to technology.
In a reasonable company there are programs to ensure people are aware. I actually work for a large company now and everyone I have had contact with has displayed great mastery of basic tools. I would state the government (specifically the DoD) but nothing they do seems to make their civ employees any smarter or wiser

Indeed it is rather weird coming from you Marconius... A license of that sort would only bring more trouble. And besides, like slinger said, a computer illiterate doesn't hurt anyone but himself. The way I see it, this would be a lot of fuss and government control over nothing. Not to mention that surely some government bastards would find a way to profit from it. And I wouldn't want that.

Basic use of computers shouldn't need a license but you should need a license to be allowed on the internets. And you must be at least 13 to get said license.

I think forcing everyone to get a license to get on the internet is a bit harsh. If there was something voluntary however, and then sites like this could require you to prove you had this license to make an account, I think that would be a good thing.

I don't see how it is really needed, Home PC's are still pretty new (last 20 years-ish) so in a generation everyone will grow up with PC's in school and at home anyway.
