- Can't fly planes.
- Redesigned shooting system
- Map is smaller than SA
- The amount of "city" in the map, is the largest yet
- Ability to catch buses and trains?
- Parked cars now have to be broken into and hotwired before you can drive off.
- Now have to store money in banks- street robberies!
- No load screens at all once the game is first loaded- no loading when crossing islands, entering buildings etc.

Rockstar are supposedly trying to make IV more realistic- and having planes as they were in SA were far from realistic. Fun, but unrealistic.

Seems ok to me.
After all a gangster can still pilot an attack helicopter, but flying a jet is too unrealistic!...
