They aren't that different.  Personally, I would go for the cheaper one, but thats only because I'm a cheap ass.

Not sure what the difference is, wtf is Sparkle?

I would go with XFX for the sole reason as Cougar mentioned above, wtf is Sparkle. Sometimes it's better to deal with more well known brands as far as reliability and support.

Oh wait what the hell the XFX is cheaper. Get the XFX.

Not the wattage that counts, its the amperage on the 12v rails, but generally the more Watts=More Amps on 12v rails.

Back on topic, go with Xfx their cards are very solid, very well made and are simply fantastic, just recently purchased an Xfx 7600GT, works great.  However, have you considered not going with a DX10 card?  DX10 isnt exactly popular right now, and really wont be mainstream for a while, and you could pick up a late 7 series card or an ATI X19xx card for a simliar price performence and get better performence, minus the DX10 support.  If you really want to go with DX10, you should invest in a better DX10 card.  But this is your choice, I had the option of going with a low end 8 series over my 7600GT, ending up going with th 7600GT, better price. equal performence, and lower power requirments.
