Well since you guys want to get technical I do not believe he posted a bullet but a cartridge.

From out-of-state you can save the sales tax, but add shipping and transfer fees.
You can figure about $30 for shipping and insurance (up to $500).
Transfer fees can range from $10-100.
A fair transfer fee is $20-30.
I do not know if Wal-Mart's in your area carry firearms, but here they do and will special order. Their prices are good and they are not "factory seconds" or "refurbished" like some people will tell you.
So you have to consider your local cost + sales tax VS online price + shipping ($30) + transfer.
You have to pay a transfer fee because it is illegal to ship a firearm for sale across state lines without it going through a federally licensed firearm dealer. You purchase the firearm from out-of-state and have them ship it to your local dealer. Before they will ship your local dealer will have to send a copy of their license to the shipper. The shipper will send the firearm to your dealer; your dealer will document the firearm and contact you. You then go to your dealer and fill out the ATF Form 4473 and he calls for the background check approval. I do not know if there is a waiting period in California, but in Arizona you can walk out with your new firearm in a few minutes.

With something like a Ruger 10/22 you will probably find it local for cheaper than buying and shipping, etc.
Many other firearms may not be as easy to find local so the local price is higher, in these cases out-of-state purchases can save you some good money.
The Ruger 10/22 is a great rifle with many accessories available.
It is the most popular 22 rifle in the US and has been for a long time.
It's a great starter rifle that is low cost, accurate, upgradeable and cheap to shoot.
You really cannot go wrong with a Ruger 10/22.
Scope prices can range drastically.
If you must go with a cheap scope (less than $100) I would recommend the Simmons scopes.
Kahles, Leupold, Nikon, Pentax, Sightron, Simmons, Swarovski, Trijicon, Weaver and Zeiss all make nice scopes. Scopes are one of those items - you get way you pay for (most of the time). Come up with a total budget, buy your rifle, then see how much that leaves you for a scope. A good place to buy accessories is
