I wouldn't say any one person is the ultimate source of croneyism. It's a systemic thing... Our system seems to inadvertently favor it. Look at how lobbyism has hijacked our government. The idea seems to be that everyone is for sale and that who you know matters more than what you know.
When presidential campaigns reach into hundreds of millions of dollars and senatorial campaigns are dozens of millions, the candidates involved are sure to owe many favors to many people. Appointments to offices are effectively auctioned off to all the big "investors" in a given campaign.
