Bush just doesn't want Congress to micro-manage the war.  If Congress wants to stop funding the war then let them and we will pull back - that is the constitutional responsibility. 

However, its within Congress' right to criticize the President and try to convince him to stop the war.  Putting contingencies for funding the Troops is not legal according to the Constitution.  The President is the Commander and Chief, not the Congress.

I do think we should pull back to the borders of Iraq now that Maliki, the PM of Iraq, just said that they are able to take control of their country.  What pisses me off is that the Iraqi Congress is taking the entire month off for vacation.

can Congress claim knowledge of military tactics? of conditions on the ground exactly? no? well, there is ytour answer on if Congress should have a role in conducting the Iraq war. Congress's role should be limited to simply deciding on if war should be declared. it is the job of the Commander-in Chief to decide when to make peace, declare victory, or otherwise end the war.

Yeah.  How about, "The Republican Party and Bush Administration shouldn't be fighting the war, the career soldiers should."  And "Congress shouldn't be fighting the war, they should be funding my campaign donors in their efforts to bilk the American public out of money to line their own pockets rebuild Iraq."
