lol I've had stuff imported tons of times, and not once have I been charged or anything.

Kyle, you're forgetting you have to pay VAT on top of the US price, shipping and import tax. When you add it up, unless they're charge $20 for the US CPU's you're going to work out paying more.

Use a service like shopthestates - get your item sent to your own personal address, for the normal US Postal price. They (STS) will then send it off to you for a small fee. It works out a lot cheaper than getting your item sent internationally usually, and also gives you the advantage of buying things from the states and getting them anywhere in the world, almost.

Less cache = better overclock.
Correct me if I'm wrong (I'm new at this stuff), but wouldn't the extra cache more than make up for the extra Hz? Especially for memory intensive stuff like gaming...
