I really don't know how this shows 'effectiveness', using weapons which do less damage (such as pistols, carbines and submachine guns) will mean you need more hits per kill. Even using differing weapons in categories will change the numbers. A PKM user will need many less hits to get a kill compared to a M249, or an AK user compared to an M16 or even G36. Then theres the people that stay back and pick off already injured people (aka stealing kills), and those that run in hit more people but get less kills.
What you say is certainly true, but the MP5 and the G36E both require two headshots to kill. A person like me who sprays wildly will need 6-8 hits with the smgs while a more disciplined player may need only two body shots and a headshot. Although, I wasn't expecting to compare lmgs to assault rifles to smgs. Both players will have kills stolen and will steal kills, but the more efficient should have less stolen and more steals. Like all stats, its can only be a generalized measure.
I like to shoot at helicopters and jeeps whenever they pass whether I have a smg or PKM. If I take one bar of health, its one less someone else will need to depelete. I'm sure there are many more situations like you've mentioned which will affect this measure, but there should be more worth than simple accuracy.
Plus, it was also for fun. Like your shotgun is impressive. With knife Senor fulff has 10 more kills than hits and you have 7 - how?
Or looking at snipers: 60% accuracy yet hit 4 times per kill compared to 40% accuracy with a kill every other hit.
