yes you do, just like you need the G36C to unlock the SCAR-L/L85 to unlock the G36E/Jackhammer to unlock the MP7 etc...

Dam I have to get a usless shotgun to get a nice SMG. I love the FN P90, yet hate shotguns. . . fun. Hell look at my profile, I kill more people with my knife than a shot gun . . . and I used the shotgun 7x as much. . . yet have about 1/2 the kills I do with a knife. I use the MP5 from the AT class better than the friggin shotgun.

The P90 and L96A1 are going to be considered the SF unlocks which are tier 2 unlocks, you need tier 1 unlocks in order to get the rier 2 ones, the DAO-12 and M95 are tier 1 unlocks so yes, you do need the DAO-12 to get the P90.
