True, as long as you use the choppers weapons. Throwing grenades from a transport-chopper wont work.

You can make those 19 kills from any position in any chopper. (That includes scout helis.)

It's much harder from a passenger seat though, as you can only use your hand-held weapons.
But firing an AT missile from a Blackhawk's passenger seat or dropping C4 from a scout heli will definitely work.

The easiest would be from an attack chopper's the gunner seat though, as you have the machine gun against infantry & vehicles plus the TV missiles against armor.
It's a bit harder with the pilot's rockets I'd guess.
The blackhawk's minigun also works good against infantry.

IIRC, roadkills count to those 19 kills too, so you can always crash-land you heli into a flag if it's damaged.
