Getting a ticket is a citation not a negotiation. An office is not at liberty to negotiate. At least in Virginia when you don't sign the citation, you will be arrested.
He should have tasered him again for acting like a choad.

This is sick - could have been handled much better. I already hate tasering, but this was like that comical scene from Meet the Fockers, where the cop just overreacts completely. He's having a bad day, a guy's not cooperating. He could have at the very least given a warning. I don't think the guy thought the cop was serious.
Besides, if a guy doesn't sign, can't you still bill him? I mean, in the EU, they usually just hand you the ticket, and if you don't pay, you end up paying more...?

Why do you need to sign your ticket anyway? As in... yes officer I completely agree with you giving me a ticket for a completely bullshit reason. Does the American police really need consent from the person they are giving the ticket before they can give them the ticket?

You don't have to sign it, but if you refuse then you have to go to jail instead. That's what you are doing by signing it, "waiving your right to be brought before a magistrate (judge) right away". By signing it you are saying "I'm not guilty, but I don't want to see a judge right now". That's how it works.
