I disagree with the terminology you use serge. You can't 'wage war' on a tactic or on a group of people you can't see or define. You can police terrorism, that's about the height of it. Policing it properly would entail securing your borders as priority number one, all other actions should be secondary to it.

I always laugh at the current US government/congress/senate when I hear about "border security".

I live in Canada and I have heard and seen many a politician from the US rant and rave about Canada not doing enough to secure the border... yet these same fuckers don't do a thing about the 1,000,000+ that cross the Mexican/US border every year.  Kinda hypocritical imo and it goes to show that they don't really give a shit about it.  They are simple pandering to the public "Hey, look at me, I'm making waves on issues that are important to my constituents!".  But as always they do it the wrong way and don't serve anyone but themselves and their closed door back-room buddies.

Corrupted the lot, fuck 'em and feed 'em rice.

ATG had it right... time to REPLACE the government.  As is the duty of the American people as granted by the Constitution... but then again GWB thinks that's just a "Goddamn piece of paper".
