These Contractors are installing the steel pillars in concrete to stop vehicles from parking on the pavement outside a Sports Bar. They are now in the process of cleaning up at the end of the day and anxious to go home.

They are installing sand & masonry, not the bollards (black poles). Solid poles are set at least a day or two in advance of the work they are doing. Then the decorative bollard covers are set on top of them.

Simply, they were able to get that van in between the bollards, and they will be able to get it out.
