There weren't enough interceptors to do squat about the number of Japanese planes, and the ones we did have were outdated by 1941. Even if the radar operators had gotten it right (or the flight of B-17s hadn't been scheduled to arrive around the same time), the damage done would have been almost as bad.

Also keep in mind that we didn't have the communications capabilities then that we have now. It's entirely possible that the radar station could have reported correctly, the engagement with the midget sub could have been reported correctly and STILL Pearl Harbor would have been caught by surprise because the leadership wouldn't have gotten the word in time to do anything worthwhile.
