I don't think many people do. Aside from immigration officers at certain airports (Dulles, I'd look at you, but you're just too depressing), and the impracticality of transportation if you're going anywhere but a bigger city, it's a great place to visit.
As for my list, I can only really talk about experiences from vacations I've had, so out of those;
Top:
Italy - I love the attitude, especially in the rural areas. Laid back people, brimming with quality food and beverages no matter how big or small the place is, and tons of beautiful scenery.
San Marino - It's Italy on a mountain with cheap crap. Doesn't get much better.
Austria - Austria really doesn't have any bad seasons. Skiing in Austria is amazing, and hiking and travelling by rail through it in the summer is spectacular. Great, solid food, and completely unique lodges and hostels.
Switzerland - Same as Austria, really, but not quite as Bavarian, which is a shame.
Norway - Norway can easily come off as a boring place, and typically it is. Oslo has some redeeming qualities, but there's not much incentive to go through it more than once. It made my list for winter climate alone. It's expensive, but what you get for your money is great.
Bottom:
England - It just doesn't really appeal to me, I'm afriad.
Germany - I love the food, but most of the country is just terribly uninspiring. Especially above Bavaria.
Sweden - I can't say much about the more Northern regions of Sweden, but Skåne and the greater Stockholm area just don't do it for me.
Denmark - Frustrations about living here aside, from a vacationing point of view, it's just not very good. Underdeveloped, unspectacular and just plain boring outside of Copenhagen.
Greece - Once you've seen one ancient ruin, you've seen them all. It's a big place, and it does have its merits, but the places I've been have been completely uninteresting. It just generally feels like everyone's apathetic about pretty much anything.
