question one, if there is two of the same kit in a vehicle, do they both give supply support to others?

example

two engineers in a car, do they repair a tank twice as fast or does it just count as one engineer?

question two, does medical attention get distributed evenly with a vehicle?

example

if im in a bomber and i am a medic, and we fly out of bounds, will i heal at the same rate as my gunner?

I doubt that.
I've been killed once for leaving the map while my chopper pilot who was medic survived.
Why dont you just try it out?

The more "wounded guys/vehicules/guys who need ammo" there are in your "healing/reaparing/resuplying" radius, the more slowly you "heal/repair/resupplies" them. That's the only thing I know about.
