Why in american movies, if english are in it are always cast as the bad guys...its not very common at all to find them the opposite.

The oxford english accent just sounds very methodical to us, whereas a southern accent or inner city dialect just carries a stereotype of below average intelligence, and wouldn't make for a good villan.
