Unplug your modem for 30 seconds, and plug it back in.

I'm pretty sure you have a routing issue caused by your ISP, and not your PC.  It may be one of those things that you can't do anything about, but will go away in a day or so.

Ok, well that seemed like a fix that did not last long.  I am going to try firefox and see if that makes a difference.

I did that.

I also did what genius suggested and it worked for a bit, but now it is back to the same old crap.

If that didn't work contact your Internet provider and ask them to fix the problem.  That happened to me a while ago and it was their fault.
