Yea if he's putting them where the enemies would be. No if he's soemwhere with them by him for defense not fighting. Be more precise.

You can be offensive miner by going to enemy bases and putting mines on the vehicles.
Defensive mining is making choke points with the mine.

I see no problem with a commander defending the uncap while commanding, so long as he does his damn job as a priority. I mean, on Sharqi I regularly end up defending the chopper pad uncap as commander, against spec ops bombers, the enemy chopper, people out for a quick knife kill, and scooting off in a Vodnik to fix my artillery and unload a few rounds into the enemy chopper again.
Or in carrier maps, I inhabit an AA gun to get in a few whacks on nearby aircraft. I still command, I just hop out when I notice something heading for me.
And spray the horizon with fire in the hopes it hits something. Quite often it DOES.

if you got the skills to spot and place uavs, supplies and things like that, then i believe you can go offensive.
