I just watched this movie, and because it was a knock off, the quality was really bad at the end, and it skipped a bit.
Danny had the gun pointed at Frosts head, and then it skipped to him on a streatcher. Then straight to the credits.

Did Danny shoot Frost?

No, Danny did not shoot frost.
You didn't miss much, he just gave up his gun to Chief Travis, then half fainted. Was carried/helped to the stretcher where Sabian said:
Sabian - "Sorry about that"
Danny - "Nice Bluff Chris"
Sabian - "Well it worked; anyway I figured you'd rather be shot by me then by him. Here's the one demand I didn't meet yet"
(Gives back Badge)
"Nice talking to you, Lieutenant."

Then Danny and his wife get in the ambulance have a(nother) kiss and its the end of the movie.
Good movie though? One of my favourites.

I like those kinds of movies. Plus being from Chicago it was cool. I think I have it somewhere in my collection.
