If I'm not mistaken, every previous one of these had a general poll and then a runoff. It's kind of like how we have primaries before general elections for government positions.

Uh... sort of... Primaries are a better analogy, if (for the sake of this example) we can assume that there are 2 "parties" among the HOF candidates. Like, Spark would effectively be the Democrat candidate who beat out the other liberal candidates in the previous poll, and Stingray would be the Republican candidate who beat out the other conservative candidates in the previous poll.
