I guess its all about circumstance for the robber. /Example/- A man steals bread to feed his hungry family. Doesnt deserve to be shot? /Another example/-A crackhead mugs an frail old woman to feed his crack habit. Deserves to be shot? I guess it's the robbers circumstance/choice to take the actions he has, its also the cops decision making that will decide the outcome of the robbers life. I certainly dont feel one has to die for petty crime where no life was threatened.
