I think it means like the first major project in a area, designed to rejuvinate the surrounding area.

A 'flagship development' is a pretty major development that'll boost the city / province usually - such as a new shopping centre with all the latest stores etc. Sometimes it'll be houses to regenerate the estate and it usually is pretty costly!Kurazoo wrote:
