Install it, open it, go to Computer tab, then Sensor, check the temps. Post them here.

That is pretty bad for idle temps. Get some compressed air and try blowing the dust out of the fan. If that doesnt do anything look into buying a new cooler for the card.

figures heat is a prob.  what a scam... buy this video card for million dollars, but you have to fix it before you can use it.  oh well...

How long have you had it? If you dont clean out your computer once in a while things like this happen. Maybe the fan on the card isnt working very well. If it hasnt been 30 days you can send it back for a replacement depending where you purchased it from.

Yep do what this guy says
Don't get too mad with it, double check everything is rightly in place, and make sure there are no cables blocking the airflow

Just to check, you do have the latest drivers and such for the card and your computer right? Even though the card is running hot outdated drivers could also contribute to the freezing problems. What are the specs of the rest of your system? Unless its ancient putting an 8800GTX in a dell shouldnt be a problem.

Overheating or not enough power being supplied to it. I used to get freezing in games too. Oddly enough changing my RAM timings to 2 in the BIOS and then lowering the speed to 166Mhz (or something) fixed it

I don't recommend you doing that to your RAM, you're probably on DDR2 which has different rules for CAS timings and speed and all that and everyone has different rated RAM sticks

yeah, i have the latest drivers.  i wonder about the power supply though, bc it has a 650 and the gfx card lists a 750 as the minimum.  i asked around though and everyone said it shouldn't be a problem.  the bad part is that there is no way to get a better power supply with this case.

BTX is a form factor.  It does not change the socket or anything else.  As long as your board meets the power regulation requirements and there is a BIOS that recognizes the micro code of the newer CPU, you can get another CPU that uses the same socket.

Obviously your system had another card in it before.  Have you used something like driver cleaner to ensure that you don't have a conflicting VC driver situation?

i rebuilt it a week ago.  the card before was a 7800gtx, so i can't imagine too much conflict.  i've always suspected a heating issue, so ima see if there are any heatsinks that will fit my case...

Yup, heating problem is my diagnosis. But a gfx card at 78 is dangerous and the lifespan on that will decrease greatly if you keep running it at that, a case fan wont do the trick I don't think. I'd say the best bet is to get in touch with the manufacture and ask them what's up, OR, buy a 8800 fan, zalman are the best, i think for about 20 quid. probably about $30 where you are you could get a decent GPU fan and rip the old one off.

im an idiot.

i needed to remove the plastic cover from the heatsink...  im idling at a hot, but much cooler 58C.  i can't believe im trusted to maintain servers for a living.
