Currently I have a stock 7600GT, 2.4Ghz P4, and 2GB of DDR RAM. I can run BF2 at 1280x1024 on high except no dynamic shadows, and 4x AA. I'm running COD4 on lowest settings with 4x AA (I like smooth edges; makes it seem more real).

Would overclocking my video card/processor do that much? Would I be able to run COD4 at Medium settings, at least?

You could propably gain a couple of FPS on overclocking your GPU. If I remember correctly, you've got a Dell mobo, wich propably (read: is) unclockable.

The 7600 cards are very clockable, though. Download RivaTuner and up the core 100MHz, then 50, then 25. If it hasn't stopped by then, continue with 10MHz changes. Click test between changes. I don't really know how the memory in the 7600GT will clock, but go in 20MHz steps all the way with it.

That's how I did with my 7600GS. Run 3DMark/some game inbetween every second step up anc check for artifacts. Also note that the card might run rather hot, an aftermarket cooler might be neccesary.
The idea of any hi-fi system is to reproduce the source material as faithfully as possible, and to deliberately add distortion to everything you hear (due to amplifier deficiencies) because it sounds 'nice' is simply not high fidelity. If that is what you want to hear then there is no problem with that, but by adding so much additional material (by way of harmonics and intermodulation) you have a tailored sound system, not a hi-fi. - Rod Elliot, ESP
