It's used when in formation. You put your right arm up to see if you are far enough from the person to your right and if you are in-line with your row.

never once in the near 8 years Ive served US Army have I heard the term "dress, left dress".  Dress, Right dress is used to correct the spacing between soldiers in formation for the purpose of uniformity.   Ive also heard "Dress it to the left"  or "dress it to the right"

'Dress Right (Left) Dress' is used in the Marines and Navy.

I've heard center dress as well, though only once I think, just meant we had to take our spacing from the middle person rather than the one on the right or the left.

What the hell is a Dress Left Dress?

Dress Right Dress is when each member of the squad (excluding the last man) snaps up his left arm, straight out.  Simultaneously, they snap their heads to the right to align with the previous member.  (Squad Leader does not snap his head Right, Last Man does though).  The goal is to have everyone at an arm's length apart.  This is often accompanied by "COVER and ALIGN", to get the squad vertically aligned as well

That's because no one knows what Dress Left Dress is.  It's not used.  I'm assuming it's if your squad is reversed, but I don't know why it would be anyway.  All I could see it doing is confusing a formation of Marines/Soldiers/Etc, because they haven't heard it either.

I can't think of a better way of explaining it than that.

In all my time in the Marine Corps, I never heard of Dress Left Dress.

DNC is pretty much the same branch wide.  Thanks to Baron von Steuben and the blue book, started it all.

Can't say I've done it in the army, but I've done this is marching band!  The leader would yell "dress left (or right) dress" and everyone would turn to  their left (or right).  This was to check if our lines were straight.  After we fixed them, the leader would shout "Dress center dress," and we would face forward again.

Edit:  We turn only our heads, not our whole bodies.

I think I have done that once, and everyone basically said, "Left?  WTF?"

Service Academies spend too much time on D&C and not enough time on useful training, in my (not quite) humble opinion.
