Busy doing highfalutin adminy stuff ...

So, I go to a Source server (TF2, DoD:S, CS:S, etc) ... it is running a custom map ... it downloads the map and I play it. 

Next day, I go to the same server, running the same map ... what?  I've got to download it again?

Is there a way to save these maps after they download (make them persistent on my computer)?  Is there a site I can go to and download map packs so that I don't have to go through all these long downloads?

Most of the time, you won't have to do that.

However, on some servers you have to DL it every time. No idea why

I agree with Jens, you shouldn't have to do that.  A good website for that is www.fpsbanana.com though, I think.

I don't think i've ever had to download a map again. Sure, if a new version is released then you have to but aside from that..

Are you sure you weren't downloading a map that sounded similar? Maybe you downloaded a new .ain or .nav file (though I don't see why you would have to).

Same. Fucking stupid sounds that never ever get used.

Only good ones are the God like/Killing spree/ Humiliation ones. The ones where you have to type out "lol" or "hallo" or pointless.

sv_downloadfilter all  won't download anything at all, which is how I play CS. any maps I just download from fpsbanana

Do you have to type that every time you start up? Or does it remember?
In TF2, all you have to do is go to Options >> Multiplayer and you will see a drop-down box for these settings (it was a change in the Jan 7, 2008 patch) ... I'm wondering if other games included that option?

I agree with Jens, you shouldn't have to do that.  A good website for that is www.fpsbanana.com though, I think.
love that site, they have so many awesome skins for cs:s which make it virtually feel like a whole new game.
