My Clan (House of fun) is very likely going to be starting a 20 man TF2 server, which will be expanded to a larger server it proves popular. We run 3 call of duty 4 servers and a call of duty 2 servers (The COD4 death match is ranked sixth in the US and 107 in the world) so we know about running servers, but not so much on the source engine. So, my questions:
What do you need to start the server (will be rented through speedy game servers)
What admin tools are useful
I don't want to mod it. Suggestions would be great, I'm thinking a reduced spawn time, 10 seconds or something, rotation of the better maps it comes with, adding the new ones when released.

Spawn time- About 3 seconds. Just enough to see the you were killed by animation.

Rotation- A few ideas: Either Official Map rotation
                                          Official Maps with popular custom maps (eg Lazytown)
                                          All custom map rotation

yah, i hate waiting for 20 seconds. I'm thinking no mods at all, except maybe that admin mod, so official map rotation most likely.

I wasn't planning too. Downloading 50 quake sounds is such a pain in the ass.

10 sec spawn time. instant respawn makes it really hard to win and is always a stalemate
