And you know this is the case throughout Iraq because you've been there recently? The fact is, the Iraqis have taken over 9 of 18 provinces. Certainly not the timeline everyone hoped for, but it is progress. Now the (historically) most violent, insurgent-laden province is ready for transition to Iraqi control...but let's just go ahead and focus on the negative things instead.
