If you can't unplug it, yeah, leave it in for now, and just disable it. Especially without seeing it I would hate to say cut it and it end up being a power cable or something funky... lol
As far as static goes, that is harder to narrow down. It is typically a speaker side thing or a volume setting issue. Check all your speaker cables on both ends, make sure you have them plugged into the correct spot on your card (feel free to move them around and see if it fixes anything) and play with your volume settings both on the speakers and in Windows.
