I dont really need anything complicated, just something to rip out say 20 seconds of a song and then call it a .mp3 or a .wma or a .mp4

I have Nero ultra, so I use Nero Wave Editor. Nice program, will output in practically any format. And as a matter of fact, I use it to make ringtones.
