I am all for giving kids incentives to study. I dont think that giving them money is the right idea. The results based rewards that Mitch mentioned seem pretty good.

Wouldn't the clever kids intentionally fail their first few exams, get F's then attend the extra classes, pocket the cash then have a sudden miracle and start getting A's again?

The only time you should ever get paid to go to school is at Uni level. There are numerous ways in the USA to get money through scholarships and everything. The only requirements are that you have to win the scholarship first, and then maintain your grades. Not that hard. Hell, in GA if you maintain a B average in high school you get money from the state to help you in school. Sizable amount, too. Then from there on out, keep your B average and the state will continue to pay.

My old school used to do something like this, and it really pissed me off.  I was a tutor back in when I was in 7th and 8th grade, and I learned that the kid I was tutoring was getting tickets to movies/sports games so that he was motivated to learn.  That was real nice to find out.  I didn't get paid, but the kid I was teaching did.  What a fucked up 'reward' system.

I think this is an awful idea.  If kids don't want to learn in school, then fine.  Leave the good jobs for people like me.  The government does not need to pay for your failure.
