Nope, cranes like that can hoist themselves up for a new section to be inserted.

And I do fondly remember smacking a cruise missile into the thing. Unfortunately, I stood too close to it and caught myself in the blast, losing most of my health. It was a rather harrowing scramble back to my tank to find a spot I could call in supplies without it being shot down.
