when i open system in control panel it shows my 2.6 Ghz Dual core as 2.61... but often when i check it says 987 Mhz or 1.6 Ghz.

All it does it underclock your CPU when it's not being used, thus saving power and reducing heat. Once it detects that the cpu is needed, it clocks it back to the regular 2.6Ghz. Intel has EIST, same thing, I disabled it.
