when i open system in control panel it shows my 2.6 Ghz Dual core as 2.61... but often when i check it says 987 Mhz or 1.6 Ghz.

Do you have Cool 'N Quiet, or whatever Intel's equivalent is on?
if you have an AMD processor then cool and quiet is probably activating.
Oh ok.... yer i do have cool and quiet. does it really affect much? should i turn it off in BIOS?
All it does it underclock your CPU when it's not being used, thus saving power and reducing heat. Once it detects that the cpu is needed, it clocks it back to the regular 2.6Ghz. Intel has EIST, same thing, I disabled it.

I'd have it on, as it'll only activate when the CPU is used under a certain percentage (Usually 5-10% across cores), but it makes a horrid noise for me >.<
The idea of any hi-fi system is to reproduce the source material as faithfully as possible, and to deliberately add distortion to everything you hear (due to amplifier deficiencies) because it sounds 'nice' is simply not high fidelity. If that is what you want to hear then there is no problem with that, but by adding so much additional material (by way of harmonics and intermodulation) you have a tailored sound system, not a hi-fi. - Rod Elliot, ESP
