Can you guys link me to any good OC tools? My proccesor can be multiplied x11 and thats basicly where i stand. Im getting a new proccesor anyways so i consider this practice. Any help please?
The BIOS is how you overclock your processor. Restart and hit F1, F2, F12, or Del, (multiple times) and you should get into it.
You could use SpeedFan or CoreTemp to monitor temps. As far as the actual overclocking, have you tried increasing the bus speed in the bios?

I've gone into the bios to OC my ram and i've looked at a few guides but my BIO's looks NOTHING like any of the 40+ tutorials ive been through. My bios seems more simplified than everyone elses.
While overclocking my AMD opteron, the best thing I found to do was drop the memory speed to the next lower level and then up the front side bus. As you turn up the FSB, the memory clock will rise with it. So if your memory is at ddr400 (200mhz), drop it down to 166mhz and then up the FSB til your memory clock is back around 200 mhz. This should get you a pretty decent overclock. Sounds confusing, and I didnt get it at first, I just thought the FSB was all you messed with, but adjusting the memory settings is actually pretty important to getting more than just a few hundred mhz more out of your processor.
Pictures of your BIOS would enable us to help you locate the proper location.

I gotta find that but in my bio's theres nothing there i can go to to find it. Its an ASUS Mobo btw.

over clocking a 3700+ is pointless. I had one as well. You are better off buying a 939 dual core from ebay.
