you should move up here to Oregon, it isn't mexican-free, but they generally know their place, out in the fields or in some little shit-stain restaurant. no shortage of skilled laborors who happen to be US citizens. as for the moonlighting and embezzlement, i'm afraid that's mostly human nature, all people will screw you. I just got another idea at breakfast today, can't you write your Congressman? I know California has that reputation as being a quite liberal state, but still you are a constituent of said person and the illegal immigrant who can't vote is not. I wouldn't think there would be any negative consequences for bringing your plight to their attention, and you could even get them to do some casework for ya.
