What are the best exporting options for divx that give best quality and manageable filesize?

I have some footage from bf2 recorded at 1280x1024, i cropped it out so it met 720p standards, exported at the highest bitrate possible. It's only 40s long and is already 50mb and the quality leaves some to be desired.
