Well not only over there.. Happens here in Sweden as well young teenagers out of control been occurring more frequently in Malmoe. During New Years eve it was also very popular to fire rockets at the fire crew and police. At some places the fire crew had to get police protection to be able to do their work.
It´s clear that the parents have no control what so ever on their kids and to be honest these kids are fucked up mentally if they do this stuff. They could very well end up killing someone indirectly cause the crew ain't allowed to do their work to the fullest.
