Evaluate based on the sellers, conditions, and the like, not the actual processor. Any will work fine for me.

Well the first one is the slowest of the three. The clockspeed isn't given at the second one, so I would say: Go for the third.
Q: what CPU do you have now?

For the computer I am upgrading, a 3200+ single core.

Edit: I was more asking evaluate the sellers than anything else. I don't want to get duped.

1st one is the slowest, the other two are identical (2.2 GHz). The first and second include a heatsink. The second also guarantees that it's not DOA (although how much that is worth I'm not sure). I'd get whatever 4200+ is cheaper unless the 3800+ turns out to be way cheaper

A lot. It means you get refunded if the processor arrives dead.

Then don't buy it from the second one, he hasn't brought/sold anything on ebay before.

I would have absolutely no problem buying from #1, since he has been a member since 1999 and has a good rating.
I would NEVER buy from #2 since he's brand new and no rated transactions
I would have no problem buying from #3 since he's got some good history, the PayPal guarantee, and one of the feedbacks gives me great confidence:  "    Item damaged by FedEx...received full refund from seller...great communication."

If no one ever buys from new people, how do they sell items, and gain a ranking.

I notice that the second person is the only one with DOA protection and the only one with insured shipping for the items.
