http://www.kosovo-mining.org/Established in January 2005 by UNMIK Regulation 2005/2, the Independent Commission for Mines and Minerals (ICMM) is the successor institution to the Directorate of Mines and Minerals. ICMM is the regulator of Kosovo’s minerals sector, primarily ensuring that the mining legislation is complied with, and that the licensing for mineral exploration and mining is carried out in a consistent, impartial, fair and transparent manner.
The main task of ICMM is to implement the legal mining framework through the creation of a functioning inspectorate. One of ICMM’s main achievements is the granting of exploration and mining licences for Kosovo’s minerals sector, including those connected with the privatisation of mining-related SOEs and the incorporation of KEK. In total, 72 licences (15 exploration licences and 57 mining licences) were issued by ICMM up to the end of 2006.
Another key achievement is the establishment of a safe and secure environment under UNSC 1244, ensured through an Explosive Security System (ESS) to NATO Standards. A Motion of Understanding between KFOR and ICMM for the formal transfer of responsibilities for the handling, storage, transport and blasting activities has been signed.
One of ICMM’s goals is to continue with meaningful capacity building for ICMM employees. Thus far some €500,000 has been in invested in strategic training and this project has continued apace. Some of ICMM’s Kosovar staff have attended selected training missions and conferences in Albania, Bosnia, Bulgaria, Canada, Germany, Macedonia, South Africa, Switzerland, the USA and the UK.
In promoting Kosovo, ICMM sends strong signal to the world’s mining community that Kosovo is a stable and mature society that welcomes international investment and is open for business. Integral to this was support for the Ministry of Energy and Mining in identifying and attracting investors through the completion of the ICMM’s world-class Geographical Information System (GIS) system, containing comprehensive data on Kosovo’s geology and mineral wealth.
In addition, ICMM commissioned an airborne geophysical survey, which is currently being conducted across Kosovo using a specially designed low-flying aircraft to collect geophysical data including magnetic fields, electromagnetics and gammaray radiometrics. Measuring these geophysical parameters enables geophysicists to examine beneath the earth’s surface and ultimately benefit Kosovo’s economy, environment, agriculture and land management.
Looking ahead, ICMM will strengthen its regulation of the minerals sector by closing more illegal mining operations. Technical and managerial training will continue, as will the collection of revenue for Kosovo’s budget. ICMM is also looking to commission an Infra-Red Reflectance Spectroscopy study to provide a high-tech overview and analysis of alteration patterns associated with hidden ore bodies.
