West Virginia.....since the whole state fails, that makes every city equally the worst.
Newark, apparently st. louis was pretty bad, and of course southeast DC
Cronulla.
LA, riddled with crime, poverty, corruption, gangs, and nobody speaks english.
Maybe we should just list every large city east of the Mississippi and save ourselves the trouble of having to decide.
