There's no need for other options in this case. If so, which options are missing in your opinion? It's quite simple if you ask me. Which one leaves a better legacy for the US and Cuba. How was Cuba when Castro took the power and how is it today? How was the US when GWB took the office and how is it today? Forget about Fidel being a dictator and focus on what both guys achieved.
Well... I don't know what GWB will do in his last year. I'm not a fan at all, but he's not satan and he could do some things which would make me think more highly of him.
Castro helped his people, but also crushed all opposition to his leadership. As bad a president as Bush is, we, the people of the US, are still allowed to voice our opinions, and we could impeach him to take him out of office. Cubans can't do that.
So I'm going to say Bush. As bad as he is, is he not a dictator. Castro isn't as bad as some people make him seen, but he was still an oppressive dictator. So both of them will have "bad" legacies, but Castro's will be a lot worse than Bush's, I think.
