Lack of experienced pilots forced Japanese Imperial Navy (and later Army)  to accept that tough decition - launch kamikaze attacks on US naval ships. There was no kamikaze in early war on Pacific Ocean - they were first seen in 1944. Kamikaze was the only way to deliver their bombs and torpedos for unexperienced pilots.
